Career Caravan Case Solution
The President at Abell Foundation, Bob Embry, requested two advisors to assess a job, the operation Profession Caravan -to-work transportation system that his foundation was helping to finance in 200-. Profession Caravan took low income residents of West Baltimore to occupations in suburban Howard County, Maryland.
The thought was that great jobs were more abundant in the suburbs than in the central city, but that dispersed suburban employment centers were not served by Baltimore's public transit system nicely and many inner city residents didn't have own automobiles or driver's licenses. But Embry was concerned that "reverse commute" applications like Career Caravan were pricey and didn't do away with the demand for high-priced occupation training to get the customers, many of whom had never been used before, "job ready."
