In the late 1990s, faced with several burning management issues, an increasing offender population, as well as an issue of policeman recruiting, the director of the Singapore Prison Service executed a methodical transformation procedure, developing a brand new paradigm for modern prison management which influenced the whole of Singaporean society. Case A describes the brave decisions and progressive ideas championed by the directorate, encouraging students to ease into the function of senior management and discuss the advantages and disadvantages of a key management decision without knowing the result (Case B).
