Wraparound Milwaukee program was established in 1995, Milwaukee County, Wisconsin, and provides services and treatment for severely emotionally and behaviorally disturbed children and youth. The program uses the "smell of philosophy" to provide children and young people it is a very individual, community and power approach to treatment.
