In February 1999, Amy Biehl Foundation Trust (ABFT) is preparing to expand its activities outside of Cape Town, South Africa. However, their plans were challenged by a blow to the Community Bakery, mission-driven, income-generating enterprises connected to ABFT, and financial irregularities at one of its new programs, student parents and teachers program. Both incidents threatened Peter and Linda Biehl philosophy of identifying and supporting leaders of the South African community in which ABFT work. Peter and Linda needed to make decisions on each of these incidents quickly, knowing that they had to balance the undermining of initiative and leadership in the community, allowing the situation to escalate beyond their control.
