Describes the dilemma faced by Advanced Energy (AE), $ 6 million non-profit dedicated to the conservation of energy in North Carolina. Most of the money for their programs based on the social insurance fund (PBF), adopted by the state legislature. With the new efforts of activists in 2006 to expand the role of AE, it was not possible PBF swelling $ 50 to $ 80 million.
