This case sequel is a shorter, more focused, "decision-driving" version of The Turnaround Artist: Craig Coy Handles Political Sway at Massport (Case Software, 1896.0). The appointment came at a time of chaos that was considerable at Massport, the state authority accountable for managing several other regional transport resources and Boston's Logan International Airport. Logan had been departed from by both airline jets hijacked in the strike on the World Trade Center in Nyc on September 11, 2001. Massport had not been responsible for the protection practices that had allowed the terrorists to board the jetliners with weapons, but the authority had, recently come under fire for political excesses and patronage.
These long -tolerated vagaries- when vaulted into the national limelight-suddenly seemed intolerable and tawdry to lawmakers and state officials. Coy's mandate, when hired a few months subsequently, was to quit to the excesses of yesteryear, to ameliorate safety and protection, to run the Authority in businesslike fashion-in sum, to effect a "cultural turn around." This case describes a sequence of choice Coy had to make prematurely in his tenure that concerned the people-management side of his predicament. For example, Coy must settle on the level to which bring-in his own team and he desired to fire top managers at the authority. He had to find a method to indicate the shift to new priorities. And he had to determine what to do when elected officials-whose support was vital to Massport in a number of respects-called up and requested the authority to hire their constituents.
