A Performance Management Readiness Review Framework for Governmental Service Providers Harvard Case Solution & Analysis

Governments are increasingly outsourcing their services to outside service providers. A prerequisite for successful outsourcing is that service providers could be managed at arm's length by the authorities, via means of performance management. One means of testing whether or not this is the case, is to conduct a performance management preparation review (PMRR).

In this post, we will describe a framework that we developed at the request of the Dutch Ministry of Transportation, Public Works, and Water Management, to establish whether or not two of its service providers-Dutch Railways and ProRail-were prepared to be handled at the arm's length. The framework's request will be demonstrated by a narrative of a flourishing review at both service providers. The consequences of this test give us assurance that the performance management readiness review framework can be used for efficiently assessing governmental service providers.
