May 30, 1787, the second day of the Convention, held at Pennsylvania State House, six states voted "yes" and one "no" on the proposal for a "national government, composed of the supreme legislative, executive and judicial power." At that point, the delegates gathered just revise the Articles of Confederation agreed to cancel it.
