In the stir up of the 9/11 terrorist attacks, Robert Mueller, the Director of the Federal Bureau of Investigation (FBI), looked for to change the storied Bureau. The FBI had long worked as both the chief police and the primary domestic intelligence wing of the United States federal government. In practice, however, police had actually eclipsed intelligence at the FBI.

The terrorist attacks made it unfortunately clear that the United States needed a much more powerful domestic intelligence service, and Mueller thought that service needs to live within the FBI. Should the FBI keep both the law enforcement objective and the domestic intelligence objective?
