In August 2008, there was a big detonation at a propane capability located in the Toronto, Ontario. The Technical Safety and Standards Authority (TSSA) was a not-for-profit business that was in charge for the release of regulatory military and ensuring technical protection, and fell under the administration of the Ministry of Small Business and Consumer Services (the Ministry). After the detonation, with the TSSA facing intense public and political scrutiny, the Ministry requested that audits are performed by the TSSA at every propane facility in Toronto.

The audit results were reported by the media in this type of manner as to damage TSSA's standing. Decided to act in the best interests of the province, the Ministry later ordered a 30-day Propane Safety Review but needed to make three decisions: 1) select an insider or outsider to direct the board? 2) should the head be a major figure or mechanical specialist? 3) what's the optimum timing of the review?
