In the late 1990s, faced with several burning direction problems, a growing prisoner population, and also an issue of officer recruitment, the director of the Singapore Prison Service executed a methodical transformation process, developing a fresh paradigm for modern penitentiary direction which affected the whole of Singaporean society. Case A describes the brave decisions and progressive ideas championed by the directorate, encouraging students to ease into the role of senior management and discuss the pros and cons of a key management decision without realizing the result (Case B).
