This sequence of cases investigates how leaders get their team focused on framing, analyzing, and ultimately acting upon complicated choices.
The A case offers an inside look as President of Mexico, Felipe Calderon, works with his cabinet ministers to determine how to turn around a tainted, highly unionized, and badly managed state-owned company which distributes electrical energy to Mexico City along with the surrounding environs. While previous governments over several decades were aware of the problem, none wanted to risk the political or economic effects of lengthy strikes and power outages in one of the world's most populous cities.
Yet, it is now clear that the company's poor financial performance and corruption are causing substantial damage to Mexico. A fundamental subject is the president's function in making certain his team has done its homework and is completely prepared to make the decision that is appropriate.
The genuine decision criteria used are, to be handed out during class, provided by the B case. The C case, to be handed out at the end of course, describes how they executed it and what the team finally determined.
