The message signals the Commander Navy Installations Command (CNIC) headquarters had just issued a directive to any or all Regional Leaders to propose adjustments to lessen their annual operating budgets by 3% (i.e., reduce their overall annual authorized funding level by 3%) without forfeiting required performance levels. Smithson wonders how he will run an air station with 3% fewer funds than his annual funding permits when it is already four months into the fiscal year.
