Dirigo International is suggesting a major escalation of its life sciences research and developing facilities in heart of a major city and middle -to-lower-income residential neighborhood. The business and city authorities are seeking a development alternative in the kind of land use regulations that are exceptional along with a resulting development strategy that considers the financial, economic, aesthetic and environmental impacts of the development.
Governments and businesses around the world frequently find themselves on opposite sides of land use proposals. This case illustrates the dilemmas and tradeoffs associated with private land owner rights and the role of authorities in seeking positive consequences for broader society. Pupils will rigorously look at problems of development politics, backing responsibilities, fiscal capacity, land use regulation, and development density.
