In 2011, Jorge Atton, Chile's Undersecretary of Telecommunications, was considering adopting another policy than previously applied to voice toward controlling competition in Internet services. Chile's telecommunications regulatory agency, SUBTEL was headed by Atton.
For the last two decades, SUBTEL had encouraged the emergence of competition in telephone services in part by driving the incumbent telephone company to give its customers new entrants. SUBTEL had dispersed for the public comment discussion document that raise the chance of enforcing "open access" conditions on the providers of broadband Internet services.
