The case centers on the many controversies surrounding the Paseo Caribe real estate development project in San Juan, capital of Puerto Rico. Project developers have to contend with large demonstrations, civil disobedience, government intervention, lawsuits and costly delays as a result of allegations that there were several irregularities in the permit issuance process and that the project was built on state land area.
