This note presents the fundamental objective behind the government’s strategy of offering housing: in particular its transformation from only a supplier and developer of affordable housing to provide demand-side solutions and indirect subsidies to private builders. Along with this transformation to a demand-based solutions form a supply-based solutions, there is also confusion that whether it would be effective to offer place-based solutions or a people-based solutions. This transformation and confusion reflects the issues confronted in the original urban reforms efforts, and the objective to made the access of jobs and transportation easy through affordable housing, that is mixed-income, and relevant to the development surrounding it.
