In August 2007, the mayor of Bogota Luis Eduardo Garzon had to decide whether to proceed with plans for a Bus Rapid Transit (BRT) line in the Avenida Septima, one of the major transportation corridors in the Colombian capital. The proposed line will be expansion of BRT Bogotá, called TransMilenio, which was opened in 2000 as the first BRT system will be built in a large metropolis. TransMilenio modest building in cost, high performance and excellent quality of service attracted the attention of urban planners and logistics worldwide, and the system will soon become one of the most famous and imitated transportation innovations of the time. But performance TransMilenio deteriorated somewhat over time, as the system is expanded. Finally the proposed addition on the avenue Septim posed special technical and political problems. The election was only a few months, and by law Garson could not run for immediate re-election, but the candidate of his party ran on a platform of subway construction instead of expanding the system BRT.
