This hypothetical case is a paradigm of privatization decision facing many jurisdictions, as they struggle with budget pressures. It tells the story of the manager of a small municipality of Texas, who has reason to believe that, if it were to accept the application of a private firm to collect and dispose of garbage, it can balance the city's budget and save enough money to avoid reducing the lonely hours of social workers city.
