In 2011, Chile's Deputy Telecommunications, Jorge Atton, consider adopting different policies regarding the regulation of competition in the online services than previously used for voice telephony. Atton Chile led telecommunications regulator, Subtel. Over the past two decades, Subtel encouraged the emergence of competition in telephone services in parts, making the current phone company to give new industry participants access to their clients. Subtel document was circulated for public consultation a comment that raised the possibility of the introduction of "open access" requirements for providers of broadband Internet access.
