As a central component of its strategy Vision 2020, in Wellington, New Zealand developed preliminary plans to turn the "wired city". The main project was called Info City. Info City actually consisted of a set of sub-projects, each of which focuses on another, in which the city could encourage and promote the use of information technology to help the transition to the "Vision 2020". One of the sub-project called City Link. The purpose of City Link was to create a high-speed digital communications infrastructure for a business district in the city center. Fiber-optic cable is to be used to "connect", easy and inexpensive, downtown businesses, to provide the backbone that enterprises could use, but they are willing to make themselves more competitive. The company has recently been established to combine several parties interested in advancing the project. Telecommunication architecture is being developed, and plans were made for pulling cable. While Richard Naylor, a champion of the project, was not sure exactly how the business of the city will use a cable that he was confident that once the infrastructure is in place, the idea to use it would be easy to get out. This case is set to examine the cities, "competing", as well as the business and how they can be used in the competition. Also raises interesting questions of social policy on who should pay for such enterprises are to receive, and so on. "Hide
