In 1984, Mortimer Zuckerman and Ed Linde, through his company, Boston Properties (BP), purchased land in Concord, Massachusetts, to build a 147,000-square-foot, first-class suburban office building. BP has started to go through permitting and approval process with the city, and was ready to start construction when, in August 1988, the government, after considerable lobbying by the historical and environmental groups delayed the project, requiring an environmental impact statement. Environmental groups from across the country continued to organize against the development of BP, along with the nearby construction of affordable housing. Although the project has been delayed, the housing market collapsed. But by the spring of 1993, the market begins to recover and BP has received all necessary consents.
