Bill Lancaster, the new president of the Black & Decker-Eastern Hemisphere, trying to introduce a new performance evaluation and management system development. Black & Decker is a relatively weak player in the Eastern Hemisphere and Lancaster is convinced that it must significantly increase the number and quality of managers in the region. To assist in the development process, Lancaster is considering the introduction of American designed evaluation plan development (ADP) in the region. ADP uses 360-degree feedback from peers, subordinates and managers to help staff to build management skills and increase personal responsibility. Despite a successful track record for ADP in the Black & Decker in North America, the members of top management team of Lancaster concerned that ADP will be a failure in the eastern hemisphere.
