This human services contracting case describes an innovative system to run in Oklahoma Department of Rehabilitation Services, when faced with the fact that it is seen as a rapid increase in costs and inefficient care for people with severe disabilities. In fiscal pressure, the Department has decided to sudden change in its historical approach to contracting - reimbursed providers for their man-hours. The new, "milestones" approach would reward producers, not for results on the road to employment for people with disabilities.
