Catherine Mason, a program officer at InterExchange, the company that manages the academic exchange programs with the former Soviet Union. After returning from a long period of time in the three former Soviet republics, Mason finds that the Department of Finance introduced a new refund policy. It must decide how to interpret and respond to the notes on the expense-account reimbursement. The twist in the case is the fact that because of the last incident, Mason does not have a positive attitude or her department head or controller.
